Ms LLM Julie Scanlan was born in 1966 in Preston, England. At the age of 8 she moved with her parents to the Netherlands where she enjoyed a bilingual upbringing.
After grammar school she studied Dutch Law at the University of Nijmegen. Upon graduating, she went to work for 2 years as a contract consultant for entrepreneurs at a large accountancy firm, before she began practising as a lawyer in 1995, first in Steenbergen and later in Roosendaal. She set up her own legal practice in June 2005.

She is a member of the Dutch Association of Juvenile Lawyers and the Dutch Association for Family and Juvenile Law.
